You get hero fragments from summoning at the Hero Council, but if you need more fast you can raise a ceremony in the Spirit Altar.

Other Ways To Get It

Hero fragments are a common reward for the bosses in the Merlin trials. You can also buy them in the Merlin Trials shop.
