If you need a lot fast you can Raise a Bounty at the Hall of Heroes. Alternative you can better wait to acccumulate enough from regular playing activities.

Other Ways To Get It

You have a chance of getting guard exp from the Recruitment at the Guard building. Also often a reward when killing beasts and rallying red guards.

Keep In Mind

Consider which guard you want to use for a long time before spending Guard EXP on it, as there is no way to get the assigned Guard EXP back.
